The lady in the picture is the wife of the leading Scottish Tawse maker, John Dick. The article dates from the late 50s/early 60s.
I would like to think that Mr Dick tested his products by getting his prissy wife to bend over with her dress up and her knickers down for a damn good tawsing on her backside!
